Bahrain’s legislative and strategic frameworks ensure these individuals are protected, enabled, empowered, and given every opportunity to realize their potential with dignity and respect. Bahrain is committed to promoting inclusivity across all areas of life, including education, healthcare, employment, social participation and more. The Kingdom’s policies and programs are designed to create opportunities and systematically dismantle barriers, ensuring people with disabilities are fully engaged in all aspects. By promoting their active participation, Bahrain continues to demonstrate a forward-thinking vision and a genuine dedication to building a society where everyone can thrive.
Special care and protection for people with disabilities are enshrined in national legislation, notably Law No. 74 (2006) concerning the Welfare, Rehabilitation, and Employment of Persons with Disabilities. In support of these legal protections, the Government established the Supreme Committee for the Care of Persons with Disabilities to oversee implementation, monitor progress, and set forth the National Strategy 2023–2027 for people with disabilities. These measures ensure a robust and comprehensive system of support at every stage of life.
Bahrain’s regulatory framework also guarantees employees with disabilities and employees caring for persons with disabilities the right to reduced working hours, thereby supporting work-life balance and care responsibilities.
The Ministry of Social Development plays a leading role in this domain, offering a broad suite of services free of charge under its Disabled People Services program. Key services include:

  • Monthly Disability Allowance: Eligible individuals receive financial support determined by the nature and extent of the disability.
  • Physiotherapy Services: Essential complementary physical rehabilitation support is provided to enhance quality of life.
  • Vocational Rehabilitation: Tailored training and skill development programs designed to equip individuals for meaningful employment.    
  • Academic Rehabilitation: Inclusive educational opportunities are developed to meet diverse learning needs.
  • Daycare Services: Specialized rehabilitative classes focus on building daily living skills and fostering independence.
  • Sheltered and Intermittent Care: Supportive environments and temporary assistance are available for those who need additional care.
  • Provision of Assistive Devices: Prosthetic and supportive devices are distributed to promote mobility and accessibility.

These diverse services illustrate Bahrain’s proactive approach to addressing the evolving needs of people with disabilities, enabling them to lead independent and rewarding lives. The Ministry of Social Development also spearheads various Community Partnership Projects, fostering greater community integration and enabling access to privileges, education, and driving licenses, thus smoothing the pathway for full societal participation.
Education remains a core element of this national strategy. The Ministry of Education delivers dedicated programs for students with disabilities, employing specialist teachers and adopting internationally recognized practices. Notably, the program for integrating students with mild intellectual disabilities and Down syndrome was launched in the 2001/2002 academic year, further reinforcing Bahrain’s pledge to inclusive education for all.

Inclusive by Design: Bahrain’s Digital Support for People with Disabilities

Bahrain is committed to ensuring digital accessibility and inclusion for persons with disabilities, seamlessly integrating support through its eGovernment services. To ensure no one is left behind, the Information & eGovernment Authority (iGA) organizes several sessions and focus groups with disability related NGO’s and directly with people with disabilities to closely understand their experience in utilizing digital services and learn their needs to optimize their experience in digital services. 
The Disabled People Services on the national portal allows individuals to submit applications for disability registration, request reclassification, check the status of their applications, and obtain statements on disability allowances. Additionally, the platform provides vital information about available services and the processes for registration at rehabilitation centers.
Digital solutions extend to housing, where individuals can utilize the Housing Unit Application for Persons with Disabilities to nominate a family member with a disability in their housing application, ensuring their specific needs are met and prioritized.
The Get a Disability Allowance Statement service provides instant access to official documents, supporting transparency and ease of access.
Further, the Submit a Request for Physical Therapy for Disabled Children Service enables parents and caregivers to efficiently apply for rehabilitation services, ensuring prompt support for children in need.
