Bahrain's Digital-First Public Services policy is a key component of the government's commitment to prioritizing its citizens when designing and implementing policies and services. With technological advancements and increased demand for improved public services, this policy mandates that government entities first design services digitally before considering other channels to ensure inclusiveness and accessibility for all. The National Portal bahrain.bh provides a single platform for all government eServices, simplifying access for all segments of society.

Bahrain has made significant progress in its digital transformation journey, focusing on providing constituents with easy and efficient access to government services, including the introduction of a "Platform as a Service (PaaS)" (PDF, 861KB, 34 pages) offering. By leveraging cloud computing services, the Kingdom of Bahrain’s government has established a reliable, scalable, and cost-effective platform to meet citizens and residents’ needs.

The digital transformation across various sectors has been successfully implemented by adopting a digital-first strategy, ensuring seamless integration with multiple government bodies, and enhancing online accessibility. This transformation includes the Commercial Registration Portal "Sijilat" affiliated to the Ministry of Industry and Commerce, National Taxation System - National Bureau for Revenue (NBR) , affiliated to the Minister of Finance and National Economy, and the Urban Planning & Development services. Additionally, the National Social Health Insurance Program (Sehati) overseen by the Supreme Council of Health, the Financial Support Services System provided by the Ministry of Social Development, the National Enterprise Architecture (NEA) initiative between the Information & eGovernment Authority and the Ministry of Finance & National Economy and provided by the Labour Market Regulatory Authority have all moved towards a more digitized and user-friendly approach.
