Empowering Minds, Building Futures: Bahrain's Path to Digital Literacy for All

In an era where technology shapes our daily lives, how is the Kingdom of Bahrain ensuring that every citizen and resident, young and old, is equipped with the essential skill of digital literacy? Recognizing the critical importance of this skill in today's world, Bahrain is taking proactive steps to ensure that no one is left behind in the digital revolution. The Kingdom's initiatives are not just about providing access to technology; they are about empowering its people with the knowledge and skills to use it effectively.

These initiatives include a variety of training programs tailored to different segments of society. Entrepreneurs are receiving specialized training to harness Information and Communications Technology (ICT) for business growth, while school curricula have been adapted to integrate ICT skills from an early age. The importance of these programs was particularly evident during the COVID-19 pandemic when Bahrain's robust remote learning infrastructure ensured that educational programs for schools and universities continued without interruption.

Today, Bahrain ranks high in digital literacy, with 100% of its individuals using the Internet and being 1st amongst the Arab region in computer programming talents, based on ITU’s report on the digital trends in the Arab region 2021.

Bahrain's commitment to digital literacy extends beyond formal education. It encompasses a wider vision of lifelong learning, ensuring that all citizens, regardless of age, can confidently navigate the digital landscape. This approach is pivotal in creating a society where digital literacy is as fundamental as traditional literacy, preparing Bahrain's citizens for the challenges and opportunities of the 21st century.

Internet For All in Bahrain reflects the nation's commitment to ensuring widespread digital accessibility and literacy. This initiative underlines Bahrain's strategy to enhance connectivity and empower all segments of society with digital skills and internet access. By prioritizing digital inclusion, Bahrain aims to bridge the digital divide, fostering equal opportunities for education, business, and social engagement through high-speed internet services, like the early implementation of 5G technology. This approach aligns with Bahrain's leading position in digital literacy and network infrastructure, as recognized globally in the 2021 Inclusive Internet Index, and its active participation in international digital cooperation platforms.

The Kingdom of Bahrain continues to enhance digital literacy through national programs and strategic initiatives that build advanced skills in artificial intelligence (AI), machine learning, big data analytics, and emerging technologies. These efforts ensure that both the workforce and citizens are well-prepared to contribute to the Kingdom’s digital transformation. Key initiatives include:

Information & eGovernment Authority AI Training Program
A specialized internal training initiative designed to enhance the AI knowledge and skills of Information & eGovernment Authority employees. The program supports the integration of AI into day-to-day government operations, improving productivity and promoting efficiency. It equips staff with the capabilities needed to contribute effectively to Bahrain’s digital transformation.

Innovation Workshops
Organized by the Information & eGovernment Authority, these workshops promote awareness of emerging technologies and encourage intergovernmental collaboration. They focus on innovation in key sectors such as health, education, security, and sustainability and explore technologies like AI, augmented reality (AR), and the Internet of Things (IoT). These efforts align with Bahrain’s Digital Government Plan (2023–2026) and foster strategic dialogue among government leaders.

The Technical Development Program (TTDP)
The Technical Development Program is a key strategic initiative that trains 80 Bahrainis annually with technical expertise tailored to labour market demands. Participants in the program receive hands-on training at the Information & eGovernment Authority, where they gain real-world experience through mentorship, task delegation, applied work assessments, and industry-recognized certifications. TTDP not only prepares individuals for roles in both public and private sectors but also enhances their employability and encourages innovation through the strategic application of information technology.
